Duffy stated in his statement at the beginning of this month that he would specifically look at the operations in the air traffic control tower.
“Before this accident occurred, you had a consolidation of two positions of the air traffic controller. One was for helicopters. One was for aircraft for aircraft. These positions were consolidated into one before this crash,” Duffy said.
