“For a very long time, taxpayers supported ideological projects abroad and local institutions that participate in the procedures that undermine the national interest,” the memorandum continues. “The American people have witnessed their tax dollars used to finance emotional projects for unacceptable bureaucrats instead of advancing the national interest.”
