The first few permits issued by Mayor Karen Bass were described as a milestone in the city's recovery, but local leaders and residents criticized the slow permit. Traci Park said he was “related” that only four permits have been issued as of March 24, more than two months after fires.

The first stage of the permit includes defining and disposing of dangerous waste, such as asbestos, lead and other toxic substances. The second stage requires the purification of ash and the highest from 3 to 6 inches of polluted soil.
