“Over her historical career, Congress Lowe's courage served with courage and stood for New York residents while breaking multiple glass ceilings along the way,” Jeffrez said on Sunday, adding that Lowe was a “teacher and friend.”
Louis survived by her husband, three children and eight grandchildren.
